E-rate News Flash
Important Funding Year 2018 Dates and Deadlines:
- February 22, 2018 at 11:59 p.m. EST is the last day to file the Federal Communications Commission (FCC) Form 470
- March 22, 2018 at 11:59 p.m. EST is the final day to file the FCC Form 471
Important Funding Year 2016 Deadlines
Many local education agencies (LEAs) enjoyed the benefit of the one-time deadline extension in order to complete the E-rate invoicing process for services received between July 1, 2016 and June 30, 2017. The original deadline was October 28, 2017, but due to the LEA requests for invoicing extensions, the new deadline is February 26, 2018. There is currently $21,323,071 in available funds, representing 720 individual funding requests that have an invoicing deadline of February 26, 2018. If this invoicing deadline is missed then all unclaimed E-rate funds associated with this funding request will be forfeited without recourse.
LEAs are encouraged to review their funding requests to ensure all invoicing has been, or will be completed prior to the deadline. To determine the deadline for each funding request, please visit the Tools section of the Schools and Libraries Division (SLD) Web page at http://www.usac.org/sl/tools/default.aspx and select the ‘FRN Status Tool (FY2016 and forward)’. Then complete the following:
- Funding Year: Select ‘2016’
- State: Select ‘CA’
- Billed Entity Number (BEN): Type in your BEN
- Check the box to ‘Select Data Points’. The following message will display, ‘Step 2: Please select the data points you would like to include in your data file:’
- Check the box to “Select All Data Points”
- Scroll to the bottom of the page and click on the ‘Build Data File’ button
This will download an Excel spreadsheet where you can identify the ‘Last Date to Invoice’, which is normally listed in column ‘AN’.

Additional Guidance for the FCC Form 470
The Universal Services Administrative Company (USAC) has recently published a decision matrix to help applicants navigate the FCC Form 470 drop-down menu. This matrix became necessary when the definitions of each drop down option changed for the 2018 filing year. The decision matrix can be found on USAC’s Web page at http://www.usac.org/_res/documents/sl/pdf/handouts/FCC-Form-470-C1-Dropdown-Table.pdf
E-rate applicants are encouraged to review this matrix prior to submitting the FCC Form 470 this year (Funding Year 2018). Selections made on the Funding Year 2017 application will likely not have the same result on the Funding Year 2018 application due to the change in definitions. The matrix provides additional USAC guidance concerning which FCC Form 470 menu options must be used when requesting various combinations of transport and Internet services. Those seeking Internet service with bundled transport need to be particularly careful. If USAC strictly enforces these new menu options, applicants relying on last year’s Form 470 selections may find themselves facing funding denials for FY 2018.
It is recommended that you review any FCC Form 470 submitted on or after August 26, 2017 to ensure that it is filed in compliance with the new definitions referenced above. If you did not select the correct FCC Form 470 drop down menu options, then you will need to repost the FCC Form 470 and wait 28 days prior to selecting a vendor and completing the FCC Form 471.
E-rate Training for California Schools
The E-rate window is quickly passing. The K-12 High Speed Network is offering three webinars on the FCC Form 471 for any who would like a refresher of this E-rate form.

This webinar will be approximately one hour and will demonstrate how to complete the FCC Form 471 for various types of services.
